Call it legislation at the speed of light, Formula One Legislation, whichever suits you, but in a very “speedy” plenary session, the Federal House of Representatives on Tuesday, May 31, passed 13 bills within 20 minutes at the National Assembly Abuja.

House procedures demand that at first reading, the Speaker only invites the House clerk to read the short title of any newly introduced bill, after which it will be listed for second reading, after which the pros and cons of the bill is debated.

However these bills were passed after they survived third reading on the floor of the House with little or no debate. It will be recalled that something similar to this occurred in December 2015 when the house passed an astonishing 130 bills within 30 minutes.
